Image flicker should only be used to attract attention and inform critical conditions that require immediate action. For attention, a single flashing frequency of 1 Hz to 5 Hz with a duty cycle of 50% should be used. If it is necessary to display the legibility of information content, a single flicker rate of 1 / 3 Hz to 1 Hz with a duty cycle of 70% shall be used.

The flicker rate shall be measured using a luminance meter for the flickering pixel (i.e. pixel or segment) located in the center of the display. The meter shall be able to provide time-varying brightness value, and its low-pass cut-off frequency shall be at least 10 times of the highest frequency to be measured. An oscilloscope or similar instrument with sufficient bandpass shall be used to process the signal to obtain "on" and "off" durations.
